Speaking as the Chief Guest at the launch of the Pahle India Foundation's report on the 'Net Impact of E-Commerce on Employment and Consumer Welfare in India, Goyal highlighted the need for a balanced, inclusive, and responsible expansion of e-commerce, ensuring that its benefits are shared across all sections of society.

  • Predatory Pricing Threat: Goyal expressed concerns about the potential for predatory pricing by online giants to drive small retailers out of business. "In the race for market share, we must not cause disruption for these retailers," he noted.
  • Balancing Act: The minister emphasised the need to strike a balance between fostering e-commerce growth and protecting India's traditional retail sector. "There’s a large section of society that still deserves our help," he said, alluding to the challenges posed by rapid e-commerce growth.
  • Lessons from the West: Goyal highlighted the decline of traditional stores in the West due to the rise of e-commerce and urged India to learn from these experiences. "I'm not wishing away e-commerce," he clarified. "It's here to stay, but we have to think very carefully and cautiously about its role."
  • Data-Driven Approach: He called for a dispassionate analysis of e-commerce's impact on jobs and the economy, based on data and evidence. "When it comes to jobs and opportunities for the future of India, I think all of us will have to play our part," he said.
  • Citizen-Centric E-Commerce: Goyal stressed the importance of ensuring that e-commerce benefits all sections of society, not just large corporations. "We need to nurture our small retailers while allowing e-commerce to grow in a way that doesn't leave anyone behind," he concluded.

Fuelled by increasing smartphone adoption, rising incomes, and affordable data access, the market is projected to surge from INR 4.42 trillion in 2024 to an impressive INR 7.59 trillion by 2029. Digital payments, particularly through the Unified Payments Interface (UPI), have seen a remarkable surge, with over 800 million users and 131.16 lakh crore transactions in FY 2023-24.
